Against a backdrop of tension, two rival military forces—the Dragons and the Panthers—are locked in open conflict over control of a strategic area. The border between the two provinces is marked by Ghost’s River, a geographical feature of major military and economic importance.

The village of Kasper – the focal point of the conflict

Near the border lies the village of Kasper, a civilian community with a mixed population whose loyalties are divided between the two sides. Although it is currently under the influence of the Dragons, its internal stability is fragile.

Local governance is led by the Governor, supported by the Sherifss, and their primary objective is to maintain order, enforce the law, and keep the village clean. However, external pressures and hidden agendas complicate this mission.

Social Life and Civil Society Actors in Kasper

In addition to the leadership structure, several key figures are active in Kasper, each playing an important role in maintaining the community’s balance:

    • The judge – the guardian of the law, responsible for upholding justice in a tense environment that is often influenced by external factors.
    • Priests – a moral and spiritual anchor for the people, playing an important role in easing tensions and maintaining social cohesion.
    • The Witch – a mysterious and controversial figure, the polar opposite of the Priest. While he promotes order and faith, she symbolizes the unknown, superstition, and hidden influences. To some villagers, she is a danger; to others, a source of help in desperate situations.
    • Medicul – responsabil de sănătatea comunității, tratând atât civilii, cât și, uneori, victimele conflictului.
    • Engineers – involved in maintaining local infrastructure and, possibly, in developing strategic projects for one of the camps.
  • The bartender – a central figure in village social life, seemingly neutral but extremely well-informed. His tavern becomes the place where rumors are exchanged, deals are struck, and resources are obtained. He is often a discreet intermediary between factions and a valuable source of information.
    • Ghosts – a discreet yet influential presence, often privy to sensitive information and the social dynamics of the village, capable of becoming an indirect source of influence.
  • The jeweler – he processes rough diamonds into cut diamonds, deals in them, and rumor has it he doesn’t shy away from small-scale drug trafficking either

These characters contribute to the complexity of life in Kasper, where every decision or alliance can tip the balance of power.

The Influence of the Cartel – Los Machetes

Another major non-state actor is active in Kasper: the Los Machetes cartel. This organization has no political interests; it is motivated solely by profit and control over the drug trade.

The cartel already owns a plantation in the area controlled by the Panthers and enjoys their behind-the-scenes support. Their goal is to expand their operations by opening a new plantation, which would consolidate their economic influence and power in the region.

The Panthers’ Strategy

In addition to direct military confrontation with the Dragons, the Panthers are pursuing a broader strategic goal: to gain complete control over Kasper. To achieve this objective, they:

  • They actively support the Los Machetes cartel
  • They are trying to influence the Governor’s decisions
  • They plan to hold a local referendum through which Kasper would declare its independence from the Dragons

This approach combines military pressure with subtle political and economic tactics.

The Dragons’ Goal

On the other hand, the Dragons aim to maintain control over Kasper and eliminate their rivals’ influence. Their strategy is straightforward: to consolidate their existing authority and decisively defeat the Panthers.

Kasper thus becomes a pivotal figure in a complex conflict where military, political, and economic interests intersect. In a divided community, each actor seeks to assert control, and the village’s future hinges on the fragile balance between influence, power, and loyalty.
